"Duluth voters may elect next mayor in a new way" by Baird Helgeson, Duluth News Tribune, December 17, 2002. On an 8 to 1 vote, the Duluth City Council approved a resolution asking the city's charter commission to review and recommend using instant runoff voting for the 2003 mayoral primary election. Council president Donny Ness said the new system is needed because of the large field of candidates expected for the open mayor's seat. An opponent was reported to say that the current system works and a change is not needed. Mayor Gary Doty said the proposal is absolutely worth considering, but was concerned about the short time frame for considering it. To be enacted, after receiving a recommendation from the charter commission, the proposal would require either a unanimous vote of the city council or approval from the voters in an election.

This likely will mean a large field of candidates with as many as nine or ten serious contenders. With the typical "vote for one" voting system, the two candidates nominated in the primary could each receive as little as 10 to 15 percent of the vote.
