Minnesota Daily, 06/16/2009 All eyes will be on Minneapolis this fall as it implements a new voting system a switch almost three years in the making. In the Nov. 3 elections for city council, mayor and several city boards, Minneapolis residents will take their first run at ranked-choice voting, a process that allows voters to rank candidates by preference and eliminates a primary. Friday was the last day the City Council could opt to switch back to a traditional voting system.
