The proposed legislation requires the establishment of redistricting principles to ensure politically competitive districts and the creation of an appointed Redistricting Commission to draw the boundaries of legislative and congressional districts in accordance with the established principles.
Carol Rudie will introduce the concept of proportional representation as another tool to the problems of gerrymandering and lack of competitiveness by assuring fair and balanced representation for all parts of the states. This could be accomplished through the creation of multi-member House districts and using ranked choice voting as the method of electing representatives.
